SPs UGM Participation in Formulating Systems and Methods for Disaster Management a Cooperation between the DIY Regional Government and the Ministry of Defense

The Yogyakarta Special Region Government (Pemda DIY) and the Ministry of Defense (Kemhan) held a focus group discussion to discuss cooperation plans in disaster development on February 19th 2025 at PORTA Ambarukmo Hotel Yogyakarta. The Postgraduate School was invited at this occasion  to provide a presentation on the collaboration plan represented by a professor at the Master of Disaster Management Study Program, namely Prof. Dr. Sudjito Atmoredjo, S.H., M.Sc.

Prof. Sudjito said in his presentation that the regulatory system and methods for disaster management must change fundamentally, both in substance, structure and legal culture. The implementation of disaster management and its institutional aspects are supposed to be contained in statutory regulations.

The discussion was in depth of the form of cooperation between the DIY Regional Government and the Indonesian National Army in disaster management. Policies are determined in an integrated manner regarding content, scope and procedures based on applicable laws and regulations. The systems and methods are a holistic approach according to the new paradigm in disaster management.

Collaboration in this FGD activity will culminate in field research associated with respondents from TNI personnel, experts, local experts and academics. This aims to gain a comprehensive understanding of the approaches, challenges and practices in systems and methods of cooperation between the blood government and the TNI in managing natural disasters.

The FGD activity ended with a discussion and question, and also answer session for all invited guests present. It is hoped that this activity can become an innovation in realizing good cooperation from every element, including academics, practitioners, and the wider community in general in disaster management.
